Good Police Work Helps Reunite Victim with Stolen Property, Search Warrant Obtained, Several Arrests Made, Loaded Firearm Seized
Spokane Valley Deputies responded to the report of a stolen vehicle. The victim provided a possible location for his stolen property, and Deputies later arrested the suspect, a convicted felon. Through the course of the investigation, Deputies, with Detectives assisting, located most of the victim’s stolen property, in addition to an unrelated loaded firearm, miscellaneous magazines, and ammunition. Of the several people contacted and detained during the investigation, Deputies arrested four. The others detained were later released without charges.
On September 27, 2026, at approximately 9:15 am, Spokane Valley Deputies responded to a reported vehicle theft in the 12400 block of E. Mansfield Avenue in Spokane Valley.
The adult male victim stated his Honda was stolen sometime between 7:00 pm on Saturday and midnight. He was able to locate and recover the stolen car in the 700 block of E. Rockwell Avenue in Spokane. The car was damaged and estimated to cost approximately $1,500 to repair, and his electronics and other personal property, valued at approximately $1,600, were stolen.
Deputies responded to a residence in the 800 block of E. Rockwell Avenue to continue the investigation and contacted two adult males, one later determined to be the suspect, 36-year-old Albert L. Amaro, a convicted felon.
During the contact, Deputies spoke with several others who were inside the home. At some point, Amaro said he needed to go back inside to get others to exit the home, then tried to escape out the back, but an awaiting Deputy quickly foiled his ill-conceived plan and detained him. During Amaro’s attempted flight, Deputies observed him carrying a distinct welding helmet that belonged to the victim. They also located and seized two knives found in Amaro’s pockets.
Deputies detained several people as the investigation continued, and they obtained a search warrant. The individuals without active warrants were later released and not charged.
Annessa L. McDowell (34) was found to have an active misdemeanor arrest warrant for Possession of a Controlled Substance.
Keriann R. Reed (37) had an active felony Washington State Department of Corrections Escape Community Custody Warrant/Hold for an original felony charge of Criminal Mischief.
Ronald E. Martell (42) had an active misdemeanor arrest warrant for Theft 3rd Degree.
After obtaining the search warrant, Deputies cleared the home and located some of the victim’s stolen electronics and other property. They also located a loaded semiauto pistol, with an extended magazine, in Amaro’s room. A criminal history check showed Amaro was a convicted felon and prohibited from lawfully possessing firearms. (Previous Convictions: Possession of a Controlled Substance with Intent to Deliver, and federal charges of Possession of a Controlled Substance with Intent to Distribute, and Possession of a Firearm in the Furtherance of a Drug Trafficking Crime.)
With this new information, the search warrant was amended to include illegally possessed firearms, other firearms-related items, illegal drugs, and drug paraphernalia, which were also observed inside the house. With patrol calls backing up, Spokane County Sheriff’s Office Detectives were also requested to assist with this investigation.
Deputies/Detectives seized the loaded pistol with an extended magazine found in Amaro’s room. In addition, they also seized multiple pistol and AR-type magazines, various ammunition of differing calibers, other firearms-related items, controlled substances, and an electronic scale.
Deputies/Detectives also recovered most of the victim’s stolen property, which was returned to him after it was documented as evidence.
Annessa L. McDowell and Keriann R. Reed were transported and booked into the Spokane County Jail on their warrants.
Albert L. Amaro was transported and booked into the Spokane County Jail for Possession of Stolen Property 2nd Degree, Unlawful Possession of a Firearm 1st Degree, and Possession of a Controlled Substance.
Ronald E. Martell was also transported to the Spokane County Jail to be booked on his misdemeanor Theft 3rd Degree warrant. However, Deputies learned it would take over an hour to book Martell, and with previous health concerns and with calls for service mounting, he was released from custody.
This remains an active investigation, and no additional information is available at this time.
